Biography

Demetrice R. Miles joined McManimon, Scotland & Baumann in 2000, and since that time he has been involved in various aspects of litigation, with a concentration in real estate, real property tax appeals and exemption claims, eminent domain, in rem tax foreclosures, public utility law, environmental law, public contracts law, Open Public Records Act, construction law, labor and employment, and complex commercial litigation. Demetrice has extensive litigation experience, having participated in all levels of trial practice – including preparation of pleadings, discovery, depositions, motion practice, jury and non-jury trials, mediation, arbitration and appellate practice. In the field of tax appeals and eminent domain, Demetrice has served as special counsel to various public entities throughout the State of New Jersey, including the City of Newark, the Housing Authority of the City of Newark, New Jersey Schools Development Authority, the Borough of Carteret, Carteret Redevelopment Agency, the Township of Bloomfield, the Township of Bloomfield Parking Authority, the Township of Green Brook, the County of Hudson, Orange Housing Authority, the Township of Franklin, the Borough of Roseland, the Township of West Orange, East Orange Housing Authority, the Township of Edison and the City of Linden, among other entities. Demetrice also handles redevelopment matters, including the review and preparation of redevelopment agreements, tax exemption financial agreements and related transactions.

Prior to joining McManimon, Scotland & Baumann, Demetrice served as an assistant corporation counsel with the City of Newark. His area of practice included municipal taxation and real estate law. In this capacity, Demetrice defended tax appeals before the U.S. Bankruptcy Court, the Tax Court of New Jersey and the Essex County Board of Taxation, reviewed and processed tax exemption applications, prepared ordinances and resolutions, represented the City of Newark in matters involving zoning and land use planning, and engaged in appellate practice. Also, Demetrice served as counsel to the Municipal Council’s Sub-committee on Tax Abatements, the City’s Central Planning Board and Rent Control Board. In his capacity as assistant corporation counsel, Demetrice represented the City of Newark before the Supreme Court of New Jersey in the case of GM v. Linden, 150 N.J. 522 (1997), which involved the City’s challenge to the constitutionality of the Business Retention Act.

Demetrice is a member of the American Bar Association, the New Jersey Bar Association and the Garden State Bar Association, where he has served as a member of the Board of Trustees and as Treasurer. Furthermore, Demetrice currently serves as a member of the Board of Trustees of Central Jersey Legal Services Corporation.
